Home Repair Coordinator
About The Position
Jefferson East is seeking a Home Repair Coordinator to help Detroit residents stay safe, comfortable, and secure where they live. Reporting to the Director of Resilient Homes, this role involves managing applications for all JEI home repair programs, including Energy Efficiency Assistance (DTE), Detroit Home Repair Fund (DHRF), Decarbonization Program, Weatherization Home Energy (WHE), and MSHDA MI Neighborhood (MIN).
You’ll be the first point of contact for residents, guiding them through each program’s requirements, steps, and benefits so they can make informed decisions about fixing their homes and saving energy. You’ll also verify if clients qualify by checking that they have active utility accounts, home ownership, and no foreclosure risks or overdue property taxes.
At Jefferson East, we prioritize fostering resilient individuals and vibrant neighborhoods. By the end of 2026, we aim to support 200 households in Detroit, helping families stay in their homes and raising energy efficiency, safety, and quality of life. Position Duties & Responsibilities

Verify client eligibility and manage intakes for all JEI home repair programs, including EEA, DHR, Decarbonization, WHE, and MSHDA MIN.

Partnering with Housing Support Coordinator to process Homeowner Property Exemption applications.

Educate residents on program options, requirements, processes, and benefits.

Serve as the primary point of contact for residents throughout the intake and repair process.

Coordinate with customers and contractors to support scheduling, repair readiness, and in-house inspections.

Ensure effective communication among all parties, including contractors, residents, and program staff.

Collaborate with the Housing Counselor to provide energy case management before and after installations.

Maintain accurate documentation and tracking in accordance with program guidelines.

Work with the Program Director to develop home repair plans that deploy JEI resources and leverage additional home repair programs.

Participate in the full home repair process, from client intake and home visits to project completion and invoice submission.

Keep customer files complete and up to date, ensuring all required documents and records are properly stored.

Regularly update intake and tracking systems to support reporting and program compliance.

Prepare routine reports on intake, eligibility, inspections, and project progress. Track applications and follow up with residents to collect missing documents and prevent delays

Education & Experience

Bachelor’s degree or equivalent work experience. Associate degree considered with relevant experience.

Minimum 2 to 3 years of experience in community development, home repair or construction and energy efficiency

Experience successfully engaging with resident populations, especially individuals and families experiencing financial challenges.
Minimum & Preferred Qualifications

Knowledgeable about housing challenges in urban areas.

Skilled in carpentry, plumbing, HVAC, and electrical work.

Experienced in hiring and managing subcontractors.

Familiar with housing inspections, assessments, and scope reviews.

Strong project management; can balance priorities and meet deadlines.

Self-motivated and able to work independently in fast-paced settings.

Field experience.

Flexible schedule, including some evenings and Saturdays.

Understands federal compliance guidelines.

Proficient with MS Office and GSuite for Nonprofits.

Able to learn partner databases like Salesforce CRM, ProntoForms, True Context, ETO, SDP, and OIT.
Preferred Qualifications

Knowledge of existing home repair programs (EEA, MSHDA MIN, DHRF, Weatherization, Renew Detroit, etc.).

Understanding of the city of Detroit and the needs of its residents.
Compensation & Benefits

HUD Housing Counselor
About The Position
Jefferson East, Inc. seeks a HUD-certified Housing Counselor for its Resilient Humans division. Reporting to the Chief Resiliency Officer, this role includes individual and group housing counseling, maintaining HUD compliance, and coordinating with the Detroit Housing Network to connect residents with city services like Home Repair Loans and Lead Abatement. The counselor also works with the Director of Home Repair & Resiliency on client management for home repair programs.
Position Duties & Responsibilities
HUD + Housing Counseling Program Management + Intake

Oversees JEI’s compliance as a HUD-approved housing counseling agency.

Delivers housing counseling services following HUD-approved guidelines.

Counsel & interview residents with respect to their overall financial situation as it relates to home ownership or renting, budgeting, debt reductions, credit rebuilding & education.

Create a budget and a detailed action plan for all clients
-
Manage, empower, & support housing counseling & intake staff
-
Design & implement comprehensive housing education programming for homeowners & renters in various stages of life.
-
Works with the Chief Resiliency Officer to ensure activities align with the HUD-approved work plan.

Manages timely completion of specialized reporting and tasks, including maintaining the HUD housing counseling system and HUD 9902 reports.

Ensures all HUD housing counseling activities and services comply with federal, state, and local regulations.
Detroit Housing Network (DHN)
-
Lead in-house administrator of DHN’s client management system called Homekeeper
-
Supervise accurate client data entry by the housing counseling team
-
Maintain client files and program records per HUD, DHN, and Homekeeper standards

Implementation of CDBG housing counseling services grant
-
Managing housing counseling services programs as outlined by the CDBG grant.

Working with the accounting team to prepare and submit monthly reimbursement requests.

Monitoring the different types of housing counseling services offered to residents and creating monthly exhibits to support reimbursement submissions.

Manage & expand JEI’s role as a lead partner in the Detroit Housing Network (DHN)
-
Act as the primary liaison to DHN.

Participate in weekly and monthly meetings with the City of Detroit’s housing network manager.

Ensure that JEI effectively fulfills its responsibilities as a DHN partner. Keep the network manager apprised of any challenges regarding Homekeeper, HUD reporting, and other matters that may arise as part of DHN participation.

MSHDA
-
Manage MSHDA Homeowner’s Education Program (HEP) & HUD Consolidated grants.

Overseeing all housing counseling activities supported by HEP and HUD grants.

Submitting reimbursement requests according to grant guidelines.

Fulfilling reporting obligations required for MSHDA grants.

Contribution to Overall Program Growth + Strategy

Help shape JEI’s pre-purchase, renter, and financial counseling services.

Build relationships with lenders, realtors, and other professionals to develop referrals.

Assist in understanding & implementing disaster recovery and preparedness counseling within JEI’s Resiliency Framework.
Qualifications

Must have your HUD housing counseling certification for at least 3 months.

Familiar with housing issues commonly faced in urban neighborhoods.

Experienced and knowledgeable in traditional foreclosure counseling.

Strong project management abilities, able to handle multiple priorities and meet deadlines.

Skilled in decision-making and critical thinking.

Self-motivated, demonstrating the ability to work independently, take initiative, and excel in a fast-paced, entrepreneurial setting.

Flexible schedule, available for at least one weeknight and occasional Saturdays. Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
Education & Experience

Compensation & Benefits

As a part-time, hourly contractual position with a compensation rate of $30 per hour:

Housing counseling services will be performed under a formal agreement.

Payment will be made solely for actual hours worked and properly documented, as mutually agreed upon by both parties.

This position does not include benefits such as health insurance, paid time off, or retirement contributions.
